FortisBC New Home Program:
What you need to know

Access rebates of up to $29,000 for
new construction

Fortis is offering rebates to builders that use heat pump technology with natural gas backup in Step 4 and Step 5 homes.

Rebate amounts

Base rebate​

  • Step 4 home: $15,000​

  • Step 5 home: $20,000

​​​

Energy advisor support up to $1,300

​​​

Equipment and appliance rebates​

  • Drain water heat recovery system: $250

  • Thermostat: $100

  • Appliances: up to $450

Design service rebates

  • Integrated design process: $1,000

  • Envelope design: up to $3,000

  • Mechanical design: up to $3,000

Fortis is offering rebates to builders that use dual-fuel heating systems in new homes that reach Step 4 or Step 5 of BC's Energy Step Code

​​​

Mechanical System Requirements

Homes must have one of 2 dual-fuel systems:​

  1. Gas furnace integrated with a heat pump and electric water heating (see Option A), or

  2. Gas combi boiler integrated with a heat pump using a hydronic furnace (see Option B).

​​​

The system must also be:

  1. operated by a single system of controls

  2. connected to a single heat distribution system, and

  3. combined into a single package and sold together as a single heating system.​

​​​

Dual-Fuel Solutions:

Option A​

​​​

Heat pump heats and cools the home while the outdoor temperature is above 5°C.​

Gas furnace heats home below 5°C.

Option B​

Heat pump heats and cools the home while the outdoor temperature is above 5°C.

Gas boiler heats home below 5°C.

Hydronic radiant heated floors are not allowed.

General requirements

​To qualify for rebates, the home(s) must be:

  1. new construction

  2. built on a permanent foundation

  3. built in FortisBC’s gas or electricity service areas

  4. a maximum of three storeys high

  5. one of the following:​

    • detached house (may include a secondary suite)​

    • attached house (duplex, townhouse, etc.)

    • laneway home

General requirements

Applications must be submitted within six months of project completion or by December 31, 2025, whichever comes first.

Rebates for Multiplexes

A triplex can benefit from the full amount for each unit. This means a triplex that reaches Step 5 could qualify for over $80,000 in total rebates. This only applies to non-MURB multiplexes.
